I am far from an advanced used when it comes to laptop thermal management, but it seems that what this does is it checks the temperatures and sets the desired fan speed every millisecond, in this way consistently overriding the fan speeds EC thermal management is trying to set according to its temperature/fan-speed curve. What I did, is I set up my custom fan speeds using HWINFO and set the "Respin period" to 1ms. It worked for me, but I really didn't like the idea of having to do it after every reboot, as well as having to enable testsigning mode, with the latter preventing me from launching a game I like to play (PUBG) and maybe some others, which I haven't tried yet. I tried disabling EC thermal management using this guide. I have recently purchased DELL Inspiron 7577 and like many other people, ran into an issue where fans are being unnecessarily loud, even when the temperatures are quite low.
